So after doing some more research on this I’ve found people who use expanding foam to make custom bumpers. It appears that most of them use “open cell” foam. Apparently the open cell foam allows water to ********* more easily than “closed-cell” foam. So I found this 2 part closed-cell foam:

Pictured is 2 lb density which apparently expands much more than higher density such as 8 lb. The 8 lb density, however, hardens much more than the 2 lb and is labeled as “structural” foam. They also have middle of the road density. I’m planning on the 2 lb.

Here’s a custom Challenger bumper (sadly the guy ghosted the forum he was on and nobody found out how the project turned out).
