broken bolts

ive got my manifolds off to replace them with shortys. there were 2 bolts that broke off randomly by themselves. trying to get yalls opinion whats the best way to remove them. they are both flush with head pretty much. one is passenger front bolt other is drivers rear. removed the drivers inner fender for access to that one. not sure if i should drill out and retap or use an ez out
