P1133 code keeps throwing All new denso o2 sensors

This is a situation I can’t really figure out . I figured it may have been seen and narrowed down particularly with the 99-06 Tahoe 5.3
I bought the truck recently in excellent condition, well kept , engine has 254k but was redone all new upgrades gaskets new oil pump etc etc .. runs feels super balanced no nosies super sound 5.3 engine.
Day after I got truck 3 codes came up.
P0141
P0137
P1133
So I changed bank 1 sensor 2 downstream and two went away never returned .

The issue is the code below
“Heated oxygenated sensor insufficient “
Bank 1 sensor 1 p1133 returned , I bought a new upstream denso 02 sensor reset codes comes back after 14 miles.
The gas mileage this costs me almost makes me wanna sell
The truck , this was my hopes too find the culprit elsewhere.
The engine was pulled befor I got it I order regasket the engine”Not the Heads”But I highly doubt it’s intake leak. It doesn’t stumble at all.
The exh manifold seems good except the two front bolts are snapped as usually so…

It runs strong ,power is excellent no shaking or unbalanced symptoms.
I don’t know what Too look into next . I already did maf cleaner.
Live data feed shows fluctuating voltage on all 4 between 0.100-0.800 so broke wiring would be ruled out on all sensors.

I also was going to add maybe possible cat converter restrictions? Can smell hydro carbons a bit.

A couple of things to note and check. A vacuum or exhaust leak can impair the O2 sensor's ability to read the exhaust properly. What do the short- and long-term fuel trims look like? (Each bank, at idle and at 1500 rpm or so)

The O2 sensors can heat up by themselves if driving, but the heater circuit for the sensor hurries that along and keeps them warm at idle. It sounds like it achieves closed loop but is it getting there quickly? Might want to check the O2 heater circuit for its ability to provide current.

I would check for power on the affected sensors heater circuit. Both ground and 12v+. Could be anything from burnt up wiring harness/plug because of corrosion or heater element in sensor open up and layed against ground drawing excessive current to a broken wire between the power source all the way to the sensor plug.

Does anyone know where I can find the wire color chart/ diagram for the bank1 sens 1 o2 harness that point too which ones are the 12v and gnd and heater ? Specific on a 2001 4x4
Would this be tested with ignition forward or engine running

FWIW according to my Haynes manual:

From PCM: PPL/WHT is HO2 Hi, TAN/WHT is HO2 Lo

Heater wires: black is ground; pink is 12v from O2A fuse
