Passenger foot heat not working?

I have a 2002 Tahoe, and my passenger always complains of cold feet in the winter. Come to find out, the "foot air" doesn't work on the passenger side. Anybody know what to look for and how to fix it? Thanks!
Not sure if it's just heat or both A/C and heat.

Most likely the actuator on that side is stuck shut if you have a powered probe you can test it in place.

Yeah I don't have a powered probe. Is there a way I can manually un-stuck the actuator?
