will dip hold up?

I plastic is pretty solid I have my front grill and both front rear chrome bumpers painted as well as my rims. The other nice feature with plastic dip is if you scuff it or rub against something that takes a chunk out you can just respray that spot since it it slef leveling paint. My friend plastic dipped his winter tires 4 years ago they are still holding. So as long as you a bunch of coats you shold be good.

I would just try again with spray paint but this time its all about the prep. A good sand down, wash, self etching primer, sand, primer( for good measure), sand, paint, then clear coat (gloss or matte).
