Wheel Finish Question

Hi all:

I'm going to look at a set of the GM 2296299 wheels later today. All four are curbed, but the price is cheap. In the photos, the underlying layer below the silver areas is black. Does this mean the silver is a PVD coating? Can this be removed like paint can? I don't want to get these only to find out it costs a fortune to refinish them. Here's a pic of the wheels I'm talking about.

I know the chrome strips can be removed. I'm talking about the silver finish on the rest of the wheel. TIA.

Well, I bought a set (better than what I pictured) that has two curbed wheels. So I'll be the guinea pig. I read somewhere that a wheel refinisher powder coats them black and paints silver over that to replicate the factory finish. Sure enough, without tires on them, they look like silver sprayed only on the front of a black coated wheel. So it sounds like I can beadblast them and do whatever I want.
