Not sure what this goes to. I'm guessing its a ground a wire but its just going from one bolt to another so idk what the heck that means

It's a ground wire. It grounds the hood to the rest of the truck's chassis.

Why do you ground the hood? Sorry if that's a dumb question.

Some trucks have underhood lamps and utilize the mounting bolts as a ground path.
The ground strap completes a path back to the battery.

Hopefully it's not important because mine is gone. Removed it when I did the HD swap since the light didn't work
