vibration and squeal

I have a 2002 Tahoe that has started to vibrate when you turn the wheel to the left or right going forward or in reverse when give gas.. It has also started to squeal when the car is sitting still and air conditioner is on and you give gas. The air conditioning stopped working and had to replace the air compressor belt. The power steering fluid is not low but is black instead of red. Could this be the a/c compressor tensioner pulley?

I would definitly start by flushing the P/S fluid But wether its a neglect in maitence or a Failed Pump I don't see how it would help much as the damage has already been done , Is there Flakes of metal in the Fluid or Signs of leaks?
