New to the board. I recently purchased a 2000 OBS Tahoe Z71. Overall it's in good shape, but has some rust. Being from the south I never really had to deal with this. A picture is attached.

What is the best way to get to and clean this rust? Any advice would be appreciated very much. Thanks.

Surface rust on the exhaust manifolds is normal. Should not be an issue for you. I have a 97 Silverado that is ate up with body rust, not sure what is still holding the cab to the chasis right now, but it runs.....

Exhaust manifolds (thats what those are in your picture) are going to rust like that. If your dont want rust on them, then you need to buy a stainless steel or ceramic coated shorty header or longtube header. Heres a link to a shorty and a long tube

Shorty: http://www.summitracing.com/parts/big-91832-1flt/overview/year/1997/make/chevrolet/model/tahoe
Longtube: http://www.summitracing.com/parts/psm-72c2260/overview/year/1997/make/chevrolet/model/tahoe

I personally have those longtubes that i posted in the link. They are a very nice header. Good quality and they fit great. Some people dont like pacesetters, but i think they are great qaulity.
