Removing bolts after second row seat removal? 2002 Tahoe

Hi All -

I removed the second-row jump seat from my Tahoe, and now I'm wondering if it is possible to remove the bolts completely. I tried using a vice grip on the rounded top part, but it didn't budge at all. What is the best way to get these out?

Double nut them and use the lower nut for pressure on the upper nut.

Would probably be a good idea to get under it to see if it goes all the way through, you may want to plug the holes if they do.

I think they’re a welded flange underneath but either way if you never want to use them again just cut them off using an angle grinder with a metal cut-off wheel, then bring them flush.
