Trying to soften up the ride a bit on a 2014 Tahoe PPV 2WD. Currently, it has 265/65r 18 in Michelin Defenders. Will changing the shocks make a difference or do I need to change the springs also? Considering

The PPV has firmer springs and shocks in the rear and a firmer strut setup in the front. The springs are also shorter to lower it. Your best course of action is to replace the springs and shocks/struts with softer riding variants. Stock parts for a "civilian" model are what you need. Just know that this would lift it to the civilian model height. IIRC, that would be about 1.5" over the PPV ride height. If you wanna keep the lower PPV height, you would need ~2" drop coils and either shorter shocks or shocks for a non-PPV model and extenders. For the front, non-PPV struts mounted under the control arm or non-PPV struts and drop spindles or non-PPV struts with coil relocators or drop struts with non-PPV coils.

Those Rough Country shocks won't work. They're for 5-6.5" of lift- the total opposite of what you have.
