Random lifter noise/#1 rocker arm

Long story short, I did a delete back in April, probably around 10k miles on her now.
BTR stage 1 cam with stock lifters, push rods.
New bare heads that I assembled.
CHP trunnion kits
New OEM injectors
UPR catch can

Been running like a bunny since the day it was tuned. Fast forward to two weeks ago, started getting a random tick that sounds like a lifter coming from the #1 area.
Went away for a few days, came back. Same thing happened again. It's very audible when it's there, when not there this thing sounds like a sewing machine with only normal injector noise.
Not having a work car ATM and no time to work on it brought it to a reputable shop.
This is what they found after pulling the valve cover.

What would cause this build up of gunk? It's gunk, not metal shavings. Oil is clear as it's always been. Doesn't burn any oil either.
The only thing I can think of is since this rocker sits right below the breather of the valve cover, from the hose that connects from that port to the air box, that somehow this is blowing back down on top of that rocker.
Doesn't make much sense to me unless it's telling me the crankcase pressure it whacked out?
Not sure this explains the random clacking. The tech checked things on the topside and nothing was loose.
He did say they can't say for sure what is going on without tearing into it further so I'm going to go pick it up and scratch my head some more since I've got a work truck I can drive for awhile.

Anyone else seen this issue?
I have no codes, misfires or anything else. Runs perfectly with it's slight lopey idle from the cam.
Lower 20's for mpg cruising down the road....just has me confused.

It sure looks like metal shavings to me where the rocker arm pivots. Did the Tech give you a sample of that stuff (not on the valve side of the rocker)?

I thought the same thing but it's gunky build up, just appears like shavings in that picture.
My initial thought was that rocker was starving for oil but that is not the case.
