My passenger seat in the back row won't go down..

I can pull the bottom sit part up by its simple pull-loop but i can't move the back of it.. the bench seat works fine that's next to it, but this single seat will not BUDGE! I've looked.. i didn't see anything broken..

Suggestions? [can take pics if needed]

You may have broken the release cable that unlocks the back part when the bottom part is fully up and forward.
