Take a volt meter to the wires and see if its fluctuating then fix loose wires on back side or trace them to source

this

Does the power/ground stay the same or is it going in/out?

So one side of my license plate light flashes on and off sometimes it did not do this with standard bulbs or I did not notice

Any ideas I swapped bulbs left to right and the problem stays on the drivers side so I don't think it is the bulb
It is because you do not have the right bulbs.

I would def. check the wiring. On my Yukon i had found that both bulbs were not working. After testing with a test light and a DMM i had found that i was getting power to the sockets but they were not coming on. After looking at the wiring ( taking the wire cover and electrical tape off) i had found that the ground wire had a bad splice coming from the one ground wire from the harness connector to the two going to the bulb sockets.
