High speed clutch fan

I've got an 02 tahoe z71 and now that it's starting to get hot I've noticed the high speed on the clutch fan is not engaging. I believe the clutch is still good because it has some resistance when I try to spin it by hand. Why isn't it coming on? The hottest day we have had so far has been in the high 80s and you can definitely tell the engine is not cooling down like it should be but it hasn't overheated. I'm thinking about putting in some Dorman OEM electric fans but I'm no handy man when it comes to wiring.
