Hi beam lights not working on 2020

I need some help. On this 2020 PPV I bought, everything on the truck works except the high beams. I've checked everything I know to check. The light illuminates on the cluster, I can hear the relay clicking under the hood and the bulbs are plugged in but no high beams.
I was just looking around and on the passenger side down low near the radiator, I found 2 looms with cut wires. I am assuming this is an upfitter harness for front lights and siren? The other loom by itself with 2 white wires in it and they are cut as well. This is a former Texas DPS Tahoe

can not make it work ....i need one warm day and i will take a dash a part , no maybe knee pad and lower panels .

Sorry, was in a hurry when I posted that haha.

So, on the core support there used to be a headlight flasher. When TX DPS was done, they just cut the flasher out and left the wiring there blunt cut. I got my test light and probed each white wire (per the upfitter diagram) and had my wife flash the high beams. Those 2 white wires were the high beams. There is a left and right side on the body side. I just crimped the pairs together and used some heat shrink then braided loom. Highs now work.
