Glue or what to attach 3rd brake light part

Hi

I have to remove the panel that the 3rd brake light goes into for an 03 Escalade. I know I can get the old one off, but what is best way to attach the new one? The old one has double stick tape. I'm afraid that won't be strong enough thru rain, snow and time.

3M high bond tape. The paint will come off before it does if you do it right.
