Fuse issue

Not sure if this is the right spot for this.
Has anyone ever had their ECMB fuse blow on them?
If so what what the reason if found out?

My ECMB fuse keeps blowing, this just started today. I pulled the fuel regulator relay and turn the ignition on, no fuse blows. I put the relay back in and turn on the ignition, fuse blows. Replaced the relay, fuse still blows. Could this be my fuel pump causing this?
