Fueling issue

I'm having a problem fueling up my 2019 GMC Yukon. Gas spews out when I try to fill it up. I changed the fuel charcoal canister and it still doesn't allow me to fuel it up without spewing back.
I ran a fiberglas rod down the fuel tube nozzel and I can feel a rubber obstruction. Could this be the problem ? Is it supposed to be there ?

I’m not a mechanic, but pretty sure that is the rollover check valve. It’s there in case the vehicle rolls over fuel does not spill out.

There is not a ROV in the fuel filler pipe, what you are probably feeling is the flame arrestor in the filler pipe due to E85 and potential for flash back. If you still can't fill after replacing the cannister there is probably lines that are blocked allowing the tank to vent
