Button Backlighting during daytime/headlighs off

I am a new 21 Tahoe Owner. I noticed that when the headlights are off the backlighting on most of the buttons (HVAC, RADIO, etc) are off. They come on when the headlights are on, but once they
turn off the backlighting goes off. Is this normal? I have tried turning the brighteness up during the day and no luck.

Yes, it’s normal. I find that I wish the auto headlights would turn on earlier than they do, which of course would then turn on the backlighting for the buttons.
