4wd dont work on a 95 tahoe manual transfer case

just replaced the actuator and already had the upgrade harness.can hear the actuator ingage but no 4wd. jacked it up the front drive shaft turns but the front wheels aren't turning please help

Sorry to burst your happiness bubble but that was the last thing you could try before tearing the front end down for inspection Unless something is wrong with that new actuator but you seem sure it works. It sounds like the shift locking collar or fork broke in your axle.
