It’s the metal latch for the window and is also part of the tailgate handle

Called LMC and spoke with two people. Both did not know what the part was but I was very pleased with them

See if this link works, it should be the part diagram with GM part numbers in the far right column. You cannot buy from them, but they have the old GM diagrams.

I’d bet that nearly all of the tailgate components will be interchangeable with a Suburban or four door Tahoe, so a junkyard run may be in order.
