We ran into this problem at the shop today and wanted to pass along our findings.
2021 ppv tahoe 5.3, 40k miles, starts and runs fine, no hesitation upon start up. Came in for preventative maintenance and instument cluster is dead. No lights, needles, no driver information center. No communication with scan tool.
We load tested the battery, it was low, but passed. Still OE Delco upfront, rear was replaced last year with command center box install. We replaced the battery, the cluster came back alive. We were then able to retrieve codes and clear. No more problems.
So just a reminder low battery voltage can do weird things. Hope this helps someone else in the future.
