2007 Chevy tahoe not starting

Hello all, yesterday my 2007 Chevy Tahoe was working fine, went to start it today and voila, it doesn't start. If by any chance one of yall can tell the issue off the engine sound I have link to a video. Secondly while trying to figure out the potential issue I found these wires taped under the bottom by the pedals (see image attached). Now these could have been like this since the car was made but I want to make sure my car wasn't broken into or something and that these cut wires are my issue.

Little update of what I've gone and tested so far.
-Fuel pump fuses,fuel pump primer: all good (did the whole little test thing with the primer of putting your ear to the open gas cap and listening to see if there's a hum when the car is attempted to be started)
-air filter: all good
-battery: going to get that checked soon however when attempting to start car isn't turning over but lights in the car and dash work fine.

Test the fuel pressure at the passenger rail using a fuel pressure test kit that you can rent from a local auto parts store.

The bundle of 4 wires under the dash is the accommodation for a trailer brake controller.

Small update:
Havent gotten around to testing fuel pressure as I brought the battery out to get tested/recharged, which, as of now I have found out wasn't the issue. While at my local AutoZone, however they said it could potentially be the starter motor, although I'm unsure of that as the belt turns when I attempt to start the car. Another question is, can the EVAP system for the fuel cause an issue like this? I ask as I've had issues with the evap system in the past and I wanted to make sure that that system isn't it.

it's not your starter, you need to do a fuel pressure test, just because the pump makes noise doesn't mean anything.
you can do a really simple test with no tool by activating (pressing the tip of the schrader valve in) on the fuel rail to see if it sprays fuel out. or best thing to do is buy a cheap fuel pressure tester harbor freight has them for about $30
you should see 50-65+ psi with KEY ON

My money is on the fuel pump/fuel pump relay. But as Wes and others have said, you need to get a pressure gauge on that fuel rail. I can't think of any evap system failure mode that would lead to a no-start like this.

Definitely not the battery or starter - that thing is turning over plenty fast to start up. You're missing either fuel or spark, and I'm betting on the fuel, knowing what I do about these.

Yep replaced the fuel pump and cars starting now, though unfortunately I now have to contend with this which I think is the radiator busting a leak as I doubt that its the windshield wiper fluid spraying not that I would know as both fluids are orange for me. Frankly if any you guys know if the carhas the engine oil cooler part by default that would be appreciated as if I have to order a new radiator all of them are either are for or not for a car with it.

Yea its probably coolant then,which sucks all things considered. Now I just need to figure out if the car came with an oil cooler by default so I can order the right radiator.

I don't see any line ports on the driver's side.

IIRC, all models have engine oil cooler lines, but not all have transmission cooler lines.

Nope! I was wrong. You don't have the EOC lines on yours. I just went out and looked at mine because it backed up to my walkout basement doors, and like 20 feet away from where I work.

You can see the EOC lines connected through that plate that's bolted to the side of the oil pan, and if you look rearward you can also see the transmission oil cooler lines routing down/under the AT to the passenger side.

And, hiliariously enough, double-checking the EOC lines routing helped me find a missing socket!!! Look down on the engine mount perch.

What I find even funnier about this whole thing is I called the local Chevy dealership where I got the car from YEARS ago, gave them my vin and everything, and they said it had both the engine and transmission cooler lines. Oh boy, I sure do love getting two completely different ,answers but he,y that's why we check the radiator first before ordering parts

Oh boy, I sure do love getting two completely different ,answers but he,y that's why we check the radiator first before ordering parts
If it were me, I'd retrofit the EOC & TOC lines with a radiator that has provisions for them.

Now I'm curious. If you don't have the EOC installed, then what does your oil pan look like where they normally mount?

There's a block off cover that connects the two oil ports.

I think all radiators have the trans cooler ports, but not necessarily the engine cooler.

it doesn't matter if the radiator has or doesn't have a oil cooler in your case, the oil cooler would just not be utilized the oil cooler section is closed off from the rest of the system.
the oil cooler is just in the plastic end cap if it is not used it just sits there as empty space. Doesn't affect anything.

Welp got the radiator in today, got to work replacing it alls going well installing it but now the top transmission oil line is leaking on the new radiator while the car runs......
