The DIC buttons are wired straight to the cluster. They don't go to the BCM.

The BCM is still the MCC (master controller center) and must recoginize due to the star pattern configuration that the data connection works in.

the Stereo and On-Star buttons work perfectly.

Cluster is not programed for DIC most likely. I had an old Sierra that had no steering wheel controls. I swapped the clock spring and the wheel. I then installed a denali cluster and the DIC worked. Naturally the radio functions did NOT work till they were programed into the BCM via a VCI number. The cluster is programed via the cluster. Most likely it was replaced for another one do to bad stepper motors and the replacement has not been set up for the DIC function.
