really should try to borrow one then and a multi meter so you can diagnose the hot water vale circuits.

So the part number I replaced is 13. Also replaced the thermostat, problem still there.
Today flushed heater core, problem still there.
The issue is with part 17 for sure.
If vacuum house 17 is removed from valve the heat works great.
So either part 17 is broken or there is an issue with it receiving electricity to actuate properly :/
I think at this point I'm just going to replace the part & hope that is the part and not electrical.
Either way at least having the vacuum hose off, for now it's a temporary fix, so that's good

Nah, hasn't affected anything either way. Seems like there spark to the hot water valve actuator. So must be the actuator itself.

I have replaced both of the hoses that connect directly to the heater core, replaced the heater core, and replaced the blend door. Does this mean its most likely a vacuum issue? I havent tried to test the vacuum. Is this where i should start?

there is a hose that goes from the water valve to a vacuum solenoid and the to the engine. make sure it is intact. then if good gram a multi-meter and hand vacuum pump with gauge on it to test those components. you want to test for power to the solenoid when the temp knob is at fuul cold where the knob has an indentation and any other position then that one. the use the vacuum pump to test for vacuum on the line that goes to the soleniond to engine as well as from the solenoid to water valve.

In following this thread (because I too have a low heat issue) I came to the conclusion that my thermostat is bad. The only thing that tipped me off that there was even a problem was the high-idle in cold temps (sub 30* temps). The motor never gets above 164* even while driving. It hovers around 175* even in the summer. So I'm gonna replace the thermostat tonight and see what happens. I'll report back soon.

SUCCESS!!! I have heat, good heat, not that crappy kinda sorta heat as if I had a window cracked going down the highway at 60mph type of heat...but real heat! And man what a difference, even in just the 30 miles traveled so far last night and on the way to work today, I can really notice a difference. Its the first time in many years that I can remember the motor has heated up past 170°. Me likey.

I concur! I was sure to ask the parts guy if the new part matched the OEM or if there were multiple listings, but he only had one listing so I made an assumption it was the 195°. I appreciate the clarity and as always, your knowledge is very much appreciated Sunlit!

there are colder ones but are not used unless you are turbo'ed or supercharged or nitro'ed.

Well turns out the problem is I have a hole in the plastic box and the ac condenser is busted up also

I filled it with foam as a temp fix, so the hot air doesn't escape.
Fixing the condenser is a big job am I right?

do hoses 16 and 18 get as hot as the the rest of hoses at least? look at the part below and notice the crank on it. when you turn the temp setting from max cold to any other setting that crank should move. do you see that happening?

I have been fighting the heat coming on and off in my 96 Tahoe for months. It started with a cracked heater water valve which I replaced followed by a thermostat and finally the blend door actuator. From this post I gather that the vacuum to the heater valve exists to shut off the flow of hot water to the heater core so I finally pulled off the vacuum hose and plugged it. Voila, I have heat.

I'm not sure what the core problem is but I'll figure that out later. The point of this post is to thank all who contributed especially SunlitComet.
