If you're talking about a serious upgrade, hands down the most horsepower for the money is to purchase a performance cam. Hot rod magazine did a test on a stock 5.3L installing a performance cam only and they reported almost a 100 horsepower increase over stock

Find a company you want to purchase a cam from and call them. Tell them exactly what you want from the cam and they will suggest one to you or build you one.
