Wipers not working replaced module already

I have a 93 suburban and the wiper and washers aren't working. I replaced the module already and still not working. Tested the Washer pump with power and it shoots fine but in the truck wipers won't work and the Washers. Cruise control and turn signals work fine.

From what I can see it's two grounds for the system. Can I connect them together and connect them to the body or battery?
