What is it with these F*KNG valve covers and fill tubes!!??

I been living a perfectly happy life without the filler neck.

The filler neck has to load pointing down, at an angle and then twist to the vertical position. That does not look like a new valve cover, so I would assume it has been on for a while and is correct cover.

I tried for over an hour and it wouldn't lock! Contemplated removing the valve cover but had to get the hoses installed so held off. I was going to order a new tube and then stumbled upon this thread so I'm probably just going to put the cap right on the cover. This is on the 08 Yukon and has the one locking tab..tube had me cursing
