What are these for?

I initially thought ram air cooling for the brake disc's. But after looking closely, they do not inward towards the disc's, but seem to go outward past the tire.
Am I missing something? Or better yet... is this something I do not need to know!

they should be for the brakes if not you can make them be probably fairly easily

That’s part of the air curtain system that GM uses for aerodynamic efficiencies to help reduce drag.
