Water dripping when I remove the passenger floor panel screw?

Hey guys, when I remove the passenger floor kick panel (the center screw) water drops all over the place. This is the screw that goes into the evaporator core area for the HVAC so that has me thinking that the hose may be clogged?

But I checked and am getting some draining/dripping from the drain hose under the engine (behind the passenger wheel).

My question is - is it normal for water to come out of the evap core screw hole when you remove it?

Bumping this because I encountered the same thing while doing the cabin filter retrofit.

It seems as if the screw plugs it sufficiently, but I wonder if adding some non-hardening sealer is in order.
