Thats always a posibility.. you can see the cover here aswell.
These are both old posts from 2006 it looks like, so maybe GM decided not to manufacture the cover for some reason..

Yeah GM never made one for sale, nor did any aftermarket company.
If you look really close to how your bumper is constructed there's really nowhere to attach such a part. I ended up swapping to an Escalade bumper.
I just test drove a used 09 Tahoe Hybrid today and it had a hitch cover, painted to match the vehicle and looks totally like it came that way. I would have taken a pic and checked it out closer if I knew it was unusual. It is located in Lafayette Indiana, at Defouw Chevrolet if anyone is interested.

Interesting ... looks like someone mcguyvered a regular hitch cover on there ... looks meh.
Well spotted.
This doesn't help but I was reading an article on the 08 Hybrid that started there was hybrid badging on the gender c pillars and hitch cover. I them searched for one and found this thread. So my guess is that picture was not photo shopped but was preproduction. I sure wish they did make it I would love to have that cover with hybrid on it.
