I am installing bilstein 5100’s at the highest setting so about 1.75” lift in front to level it out. I have several questions i hope you guys can answer. I am looking to get 17x9 steelie wheels with -12mm offset and 285/70/17 tires. Will this fit without rubbing?

that's 32.8 it should be ok, might rub a tiny bit full lock a little unless the offset is enough to prevent it, being it is only a 285 it might not.
I'm not savvy on the offset math
if the shocks alone are not enough lift you can add a level kit to the front, that's cheap and easy.
