stud cut on 2nd row seats

I have a 2005 Yukon XL. The previous owner removed the 2nd row seats and cut the studs that come out of the floor to bolt on the 2nd row seats.

Does anyone know how to replace these studs?

Also, how can I access the other side of these studs?

The other side is a captured bolt head. That head may be exposed from underneath or covered with another metal layer. If exposed, drive them out. If not, drill them out. Are you just wanting to add the new 2nd row seats in the exact same place? If so, just drill or knock out and install new studs from the bottom. You can weld at the bottom or have a through bolt.
