2012 Tahoe spare tire has winch system but also a rod going through one of the wheel stud holes locks like some kind of lock not sure how to get it off any help

No picture sorry it’s not here I am taking grinder there tomorrow. But I will take a pic it is like a 1/2” rod that comes down from frame then goes through rim then it has like a 3/4” barrel going sideways that the rod goes through it’s like 2” long and on one end there is a plastic cap I didn’t have any tools with me but it looks like it screws off best I can describe itNot to be a wise ass, but us there anything in the manual about it? when you get it off post up some pics for future reference, might be some kind of safety latch? like a secondary system to keep the spare tire from coming off by accident or a security lock that a previous owner added.No picture sorry it’s not here I am taking grinder there tomorrow. Not something from the factory that I've seen.
On another note, you said this is on a 2012 Tahoe, are the seat cushions different on Tahoes than Yukons? Mine doesn't have the seam up the middle on the front section, and is also a perforated texture in the middle section.

Is a spare tire lock like this necessary? I read the ad at the link above and it said that all that is needed to steal your spare is to cut the winch cable. How easy is that to do? Isn't the tire/wheel in the way?
And who the hell steals the ugly steel spare wheel anyway?
