I few months ago my rear AC (air coming from the ceiling) only blew hot air. I thought it was faulty actuators but discovered it was a damaged flap in the evaporator case.
The evaporator case is found inside the rear corner, passenger side panel.

- flap on the right with a broken rod
The flap with the broken rod was unable to pivot and divert the cold air through the rear air system.
The part is shown as #1 in the image above. I was able to pick one up at the local junk yard for $40.
Once I replaced the evaporator case, cold air was flowing in the rear.
