Paint chipping

On my front bumper what started out as a small paint issue seems to be growing. It seems like the paint is chipping away which doesn't seem right? Is there anything I can do to prevent this from becoming a really big issue, short of taking it to a body repair shop?

There's obviously an adhesion issue there- is that old chrome underneath? If someone colormatched a chrome bumper, maybe they didn't prep it enough. Either way, there's probably nothing that can be done except to start over unfortunately. The paint isn't sticking to whatever is under it.
