Jumpin' Dash

97 Tahoe --- how do I keep the dash from jumpin' and rattlin' when I hit a bump? It's an ugly problem!!

Bolts loose?

Welds broken?

I found the three screws on top of the dash, closest to the windshield are missing! Any ideas what the screw size, thread, length should be? They're tough to get to because of the slope of the windshield.
