Its only on the bottom half of every knob and button on the heater control panel

Sounds like maybe some type of dash dressing was applied heavily to it at some point, and now it's "oozing" out from behind the knobs maybe? There's nothing behind the knobs that grease would be in. (Not normally anyways) pull the knobs off and clean it really good and see if that helps.
Also, if the previous owner was a HEAVY smoker, then it's also possible that Nicotine is oozing out. You'd know if that was the case though, because the truck would sure stink of cigarettes.

I too have the same thing on my 99 burb. Clean it off and it comes back
