I was dealing with the problem of flickering fogs. It was not the bulb it was the whole housing that moved to much on bumps or any vibration on the road. I got aftermarket ones of eBay (cheap). It was annoying having to see the light reflection of the street signs just bouncing up and down. So what I decided to do was take the whole spring assembly off the fog. I put bolts with nuts at the end in place of the plastic clip things. I adjusted the beam of light to we're i liked and tightened the nuts
I made a tiny hole on the valance just below the hole were the spring tighter used to be, and slipped a zip tie through. Tightened it enough so that the fog was stable and wala no more flickering fogs. I didn't seem to find any solutions on the web, so for anybody with the same problem here is my solution to you. If you tighten the zip tie too much it will make ur lights really high. Like in my case
