TCM may also be discouraging/delaying/denying a downshift (or upshifting early) for similar reasons.... the transmission might be going to a higher gear at the altar of fuel economy.

When I put it in L9, there’s no issue, only when it’s in D, it’s like it’s in between gears and the rpms are at 1000 with no throttle response with the lag until you throttle hardPut it on L9 see if there is a difference.
