There is a part above my transmission pan that is a rod with a rubber boot covering it. It looks like the boot has broken. I’m wondering if it is something I should fix or not worry about it?

It helps protect that cable, It expands and contracts with shifting. Keep and eye on that cable, especially in a rust state.

Maybe I could sand the rust down and throw some grease on it or something? Or if they are easy to replace maybe I’ll just get a new one.

They are not that bad to do. If you grease it, it will have debris stick to it. You do not need to clean it up. You can spray some lube back in to the opening where it comes out of and at the pivot area of where the end attaches. Or replace it.

Replace it. When it corrodes at the end where it goes into the plastic it can break off, then you're stuck in whatever gear it's in.
