Console Scratches

How would I go about removing these scratches by the cup holders?

Id say to try a plastic polish, but the issue you have is that is not clear plastic and it will get all hazy. The only real fix is a new trim piece I'd agree.

Or maybe someone makes a "cover" online that you can put over it. Even a vinyl?

Take a look at GM part# 84921581. Most of the console pieces just pop in and or out, look at the exploded parts diagram to get an idea. I just pieced together a floor console for an older truck, it was easier to assemble than I thought it would be.
