Blend Door Actuator Issue? AC Noise

Hi All,

Trying to figure out where to start on my AC air conditioner issue. It gets cold, could be colder, BUT when the recirculating button is pressed a small whining noise is heard and increases with the RPMs of the motor. Goes away if I turn of the re-circ button.

AC works but the noise doesn't sound right. I also used to get a really noticeable fluttering noise when the fan was on and accelerate up to 2400rpm roughly. That noise is gone away.

I'm going to pull the fan motor soon and see if there's garbage in there.

Does this sound like an actuator problem? If so, which one? The one that's near the floor that's cheap and easy OR the one that requires dash coming apart and is more expensive?
