On my 2000 suburban the headlights are on all the time I can disable them by pressing the bypass button inside but how do I disable them where I have to turn the switch to turn on headlights

Not quite sure on the 2000, on my '03 I had to delete the light sensor and use resistors to fool the system into thinking its always light out.

that happens when your daytime sensor goes out. it should be on the right top of the dash. when they go out it closes/opens the switch which makes it think its dark outside, once that is replaced it will shut off the lights.
