Stock et is 31 will et 15 be ok on 2003 Tahoe 2 wd. Found these on craigslist brand new for 350 full set but need tires. White Tahoe. Thoughts?

Also need hub adapters these are 106.25 stock hubs are 78.1

The rule of thumb is to not run spacers unless you have to. My advice would be to just keep watching craigslist, FB Marketplace, etc. until you get closer to what you really want.

Did you say they are 15" rims?
I had 16" rims off an older Silverado on my 04 Tahoe Z71. There was VERY little clearance between the inside of the wheel and the calipers!
I don't think 15's would clear.
16 is as small as I would go.
I had 20" on when I bought it. Swapped to old Silverado 16's and got back into original specification rims from a 2010 Tahoe (17").
