4wd not engaging w/ new actuator

Just bought a 97 2 door with push button 4wd and any time I try to engage it I get constant flashing lights. I tried changing the 4wd actuator as I’ve seen that is a common fix, but no luck… still get blinking light trying to shift into 4hi and if I go to neutral to try 4low I get a loud clank and the same flashing light.

Would love any opinions on what I could diagnosis or try to look at next to get it rolling on all fours!

By "actuator" do you mean the one on the diff, or the encoder motor that goes on the transfer case? I'm assuming the motor, but...
