of course it won't if someone turned the inner dial to off.....
edited - couldnt find confirmation online but I believe a small grommet had rolled down by the latch creating an obstruction - which in turn the dial moved to "off" by itself? is that possible? wife had messed with no telling how long before saying that it wouldn't open but says she didnt touch the dial...
