2013 Yukon XL power outlets not working?

Just bought a new to me 2013 Yukon XL and none of the 12v outlets are working. Checked the fuses under the hood and in the dash. They all look good. Any ideas?

16 on the side of the dash and 53 under the hood look good?

yes all 4 good. I even replaced them with new ones.

Do you have proper voltage on both sides of the fuses?
