2003 Tahoe Z71 Spare Tire Plastic Cylinder Removeable?

Good Morning. First posting on this forum. I have a 2003 Tahoe Z71 and am replacing the rear bumper. The problem is the new bumper did not include the plastic spare tire lock plastic cover piece and tunnel. Looking at the old bumper it does not look like it is removeable. There is a steel retaining ring and a serrated piece that holds the plastic piece in place on the back side of the bumper. No issues with the actual lock cylinder or spare tire tool but how do I remove the plastic lock cylinder cover ? Thank you in advance for any help you can provide.

When you remove the spare tire cylinder lock case you'll destroy the retainer on the backside.

Thank you Sir. So it is possible to save the plastic piece and cut the retaining ring as shown? I know that LMC Truck sells all of the parts if I have to replace everything.

Not a clue, never done it. Maybe if someone who has will chime in. You may be able to find a YouTube video on removal, and that might show what works.
